I can't seem to figure out from the documentation the proper order?
All components will be installed on a single 12 core, 12GB RAM physical server. We only have 25 VMs. We will be replicating to DR hotsite.
Do I install enterprise manager first or Veeam Backup first? I assume all the subcomponents for the enterprise version get installed last.
Do I even need enterprise manager if I will never use multiple proxy servers or backup servers? Will I still be able to use all features and replication without enterprise manager?
Can the VBR catalog location be changed after install?
Can the vPower NFS root folder be changed after install? Should this be a seperate location from the actual backup respository?

The recommended install order is documented in the Release Notes document included with your download. See the Installing Veeam Backup & Replication section.
Regarding your questions on changing catalog and vPower NFS root folders, please search the existing topics discussing that.
Some product features (mostly those of Enterprise Edition) are only available through the Enteprise Manager UI.
