What do you mean by "Backup server"? The server running B&R or the backup proxy?

You cannot stop a Veeam job that is stuck in Stopping. Also, you will be unable to stop the Veeam Backup Service.
The only way to kill this is to bounce the server, unfortunately. I have never had success forcibly stopping a Veeam job, only gracefully stopping it.
When its stuck, the server is wedged. Reboot it.
