Veeam Explorer is used to review the data in say an exchange database enabling single item recovery.

Veeam Backup and Replication is the overall product for backups and replication but also would be used if restoring a full virtual machine.

Scouserste8 is correct.

Veeam Backup & Replication is Veeam`s main product which provides fast, flexible, and reliable recovery of virtualized applications and data. It unifies backup and replication in a single solution, increases the value of backup and provides data protection for VMware vSphere and Microsoft Hyper-V virtual environments. FAQ can be useful for more info.

Veeam Explorer is a tool for E-discovery and granular recovery. There are Veeam Explorers for Microsoft Exchange, Microsoft SharePoint, Microsoft Active Directory and Storage Snapshots.

And to complete the picture, Veeam Explorers are a part of Veeam B&R installation.
