backup copy job have these timeframes:
weekly/monthly/quarterly/yearly
but backup job have only weekly/monthly/yearly

You may select the monthly option and then select the required months to get the job run quarterly.

When we discussed adding this feature here on the forums, virtually all customers who asked for GFS in primary jobs voted against having quarterly timeframe, as this is a legacy one that is rarely used these days. You should still be able to find this discussion here with some searching, if you are interested to see those opinions.
Please note that the Backup Copy job retention settings will be changed in v11 to match the backup job retention, as we don't want to keep maintaining two separate "tunnels".
