Currently with the Salesforce:Administrator role, if the role is assigned with "Selected workload tenants", this limits the user to have the ability to add new tenants to Veeam Data Cloud for Salesforce deployment.
The only current workaround for this is to assign the role (Salesforce:Administrator) with the option "All current and future workload tenants", to grant the user the ability to add new tenants. We are unable to properly segregate permissions for admins if they also need to be able to add tenants. This defeats the purpose of both least privilege and empowerment to get the job done.
Possible fix: Allowing the users to add additional tenants, should subsequently add the tenant to the list of "Selected workload tenants" for the role the user currently has assigned.
