Hi,
1. It`s in the settings of VO Monitor
2. You can create a new event-based rule to be triggered when new virtual machine is created.

1. Alternatively, you can specify email settings in the alarm configuration.
2. In order to do what Nikita suggested, please create a VM, then navigate to Events&Tasks tab in Monitor Client, right-click on this event and choose to create new alarm based on this event.

monitoring-f5/alarm-for-vm-creation-del ... 29244.html

The MV alarm creation (using hyper - v ) is:

Create VM: 13002 Microsoft -Windows- Hyper - V - VMMS

Delete VM: 13003 Microsoft -Windows- Hyper - V - VMMS

;)

Thanks Adrian!
To complete the topic, for vSphere, you go to Tasks&Events, and right-click on "Finished: Create a new virtual machine" event to create an alarm.
