Answer to you question: yes

But I'm not sure whether a "yes" helps you... every alarm can send notifications via email, SNMP or run a script. I don't know whether there are email / SNMP to mattermost connectors. But at least a script is always possible (no, I don't have a ready to use script, but maybe the discussion from the VBR forum can be a starting point)
