Veeam one agent won't install

In version 11 of V1 and VBR, I'm trying to push the Veeam one agent to ten VBRs. It works to 8. I can't figure out for the life of me, the issue with the other two. These are the steps i've done, so far:

1. put the proxy account in the VBR users and roles, as Backup Administrator
2. put the same proxy account in the windows groups: administrator, performance monitor and event logs

it's the same active directory proxy account for all 10 vbrs and I'm sure it's something I'm doing that is simply wrong. Ideas please?

It would be best to open a support case with veeam and send them the debug logs.
