How does fail-back works with Cloud Recovery Plan?
If I restored my VMs to Azure and run there for a day. There will be changes to that VMs during that period. Now if I want to fail-back to my on-premises Datacenter, does the delta also be copied to the source VMs located in the on-premises Datacenter?

There is no fallback option when you restore a backup as an Azure VM.
You need to take a new backup of your Azure VM with Veeam Agent or Veeam Backup for Azure and restore it back to the original environment through Veeam Backup & Replication.

As already said, there is no built in restore back to On-Prem, and like @Mildur mentioned, you need Veeam Backup for Azure. I have done custom work to accomplish this and am getting ready to post the the Community Hub VRO Heros Den -https://community.veeam.com/groups/vro-heroes-den-120.
