I have googled around the topic of backup up a vm located in azure and on-premise veeam and the only answer i have found is that you need to use veeam agent. Is that the case or do we have other solutions? The question applies when you have on-premise veeam.

Correct, the only way to backup Azure VM is to leverage Veeam Agent solutions. However, central management of physical backup will be included in Update 3; so, that might change things slightly, lightening your burden. Thanks.
