We're looking at hosting or running a domain controller in Azure for DR purposes. At the moment I think running a Domain Controller VM in Azure with site to site VPN would work best. I was going to do this all in Azure but it looks like I could use Veeam PN to perform the VPN part? Is that correct?
Would this be "cheaper" (I know that's a relative term) than using Azure VPN appliance?

Yes, you can use VeeamPN for that. If you setup Veeam PN, then you'll be charged for network usage and for instance usage (default instance for the product is A1 Standard, however you can also pick A1 Basic or A2 Standard). Also please note that Veeam PN supports two scenarios.
