Veeam support case ID #08140660
The upgrade wizard says:
"Unsupported Microsoft Windows OS
Please upgrade or remove the following servers from the product configuration".
An agent based backup job runs on 2012 R2 server, it is managed by backup server but according to the information I found this scenario should be supported.

It looks like a technical issue. Please wait for an engineer to analyze your logs and identify the issue in your case.
I may guess: it is possible that some Windows 2012 R2 hosts are also in the managed servers in the inventory, which is causing the issue. But the support engineer would advise on that.
Yes, agents with Windows 2012 R2 are still supported on VBR for Windows (not supported for Veeam software appliance)

Your guess was correct, the server was listed in more than one place, I tried to remove it from Physical server - manually added, but it was not possible because it is involved in the agent backup. I didn't notice it was also inside the managed servers inventory. Now the upgrade is executing
