Certificate error when uploading to aws

We badly need to get a on prem site onto aws, but every time we've been trying to do so we run into the error:

Failed to retrieve certificate from https://S3-external-1.amazonaws.com


Sadly, support couldn't figure it out. Anyone here have a possible answer?

Hello,

Please continue with support, your case have maximum severity set already.
Support stated, it is possible there is an issue with how your ISP routes traffic to these endpoints, which is not related to the Veeam product.
I see it was proposed to apply another method for the repository in question by support.
You have option to talk to manager anytime if you are not satisfied with the case outcome.

From our side, I have checked internally we don't see spikes of cases like that currently.
