Question about VBR and Veeam Hardened Repo upgrade to v13

Hello,
I am planning a Veeam upgrade for a windows-based VBR 12.3.2.3617 to 13.1.1.18. This Veeam environment also has a Veeam Hardened Repository Configurator v1.0.0.50.

In the VBR upgrade wizard, at the "Configuration Check" step, I get the below:
You can continue using these repositories after upgrading to v13 however we strongly recommend redeploying this hardened repository using Veeam Infrastructure Appliance to ensure your hardened repositories continue receiving security updates. The following hardened repositories must be redeployed at your earliest convenience: <veeam_hardened_repo>

My question is, what exactly does it mean to "redeploy" the hardened repo? Is it different from upgrading it?
Also, can I directly upgrade this hardened repo using the v13.1.1.18 VIA ISO?

Redeploy in that message means replacing the V12 Veeam Hardened Repository ISO v2 appliance with one based on the Veeam Infrastructure Appliance. For a repository deployed from the ISO v2, which is the one with the Configurator TUI, the upgrade runs in place. Boot the Veeam Infrastructure Appliance ISO and pick Upgrade Hardened Repository to the latest version. The upgrade keeps the backups and replaces only the OS. The install options wipe the disks, so be sure to pick the upgrade.

Order matters here, so first upgrade the VBR server.
Then with the repository: Complete the initial configuration wizard with the same hostname and network settings as before, then run Edit Server in the console and switch the connection to certificate-based authentication. SSH credentials are no longer used. The repository path moves from /mnt/veeam-repository01/ to /var/lib/veeam/. If your backups sit directly in the repository root, you may hit KB4822 when saving the repository afterwards.
