There are 2 different backup methods.
Image level backup with VM and Agent backup (+ optional archive log backup).
Veeam Plug-in for Oracle RMAN

Explorers are only used for restore. You would need an Image Level Backup with Oracle guest processing enabled to be able to restore here or have an RMAN backup that backup to the plug-in.

Please read:
RMAN:

Image Level VM:

Image level Agents (here Linux as example):

You have 2 options:
The image level backup or the RMAN Plugin.

I think you need to do image level backups anyway to protect the Oracle Installation and to prepare for disaster.
It is a very good way for you.

If you are familar with RMAN you can use RMAN with our Plug-ins.
