Backing Up Multiple Sites

Hello

I have 2 Sites with vsphere cluster and physical backup server in each site. and a backup tape in the second site.
My goal is that each vsphere cluster will be backed up into the backup server in its site. and also the backups from the first site have to be backup copied to the second site and then backed up by tape.
What is the best way to build the veeam infrastructure. Should install veeam B&R server in each of the physical backup server or should i install veeam as a VM and manage the server as proxies?
Or should I maybe use the Veeam Backup Enterprise Manager?

There's no need to have two Veeam B&R instances in this case, you can manage everything using a single instance provided you have proxy servers on both sides, as you mentioned.
