Actually, when it is possible, I use the quiesces feature to ensure the consistency of my backups, the only drawback is that it require admin right within the OS of backuped VM.
Today I am asking myself, except for specific applications (eg SQL, AD, Exchange ect ...), if the vMWare layer alone (only snapshot + vmwaretools, without Veeam quiesces) would be able to quiesce correctly the file system inside the VM when snapshot occurs, and thus provide a consistent backup ?

Yes it is able to prvoide you with file-system consistent snapshots. VMware Tools are also using VSS but for the file system only, so it should be fine for not AAIP-critical servers to use VMware Tools Quiescence only.
