Can a backup proxy be used if it is restricted from connecting to vcenter?

I have a vmware setup with two datacenters (DC-Outside and DC-Inside).
DC-Inside hosts vCenter, a Veeam Server, and other VMs.
DC-Outside is managed by vCenter, but a firewall prevents Outside's hosts from initiating connections to vCenter.

Is it possible to use a Veeam Backup Proxy using Appliance-Mode on DC-Outside without having it initiate connections to vCenter?
If so, How?

I'm not sure what you mean. The proxy needs the connections described in the user guide https://helpcenter.veeam.com/docs/backu ... =100#proxy

If that is not possible, then the network configuration or the proxy configuration needs to be changed.

That means for your case one of the following options for example
- switch to direct SAN or NBD mode
- change the firewall rules for the proxy
