I am using Veeam Backup & Replication v9.5u3 and VMware vCloud Director v5.5.0.1323688.
I would like to connect to vCD self-service portal,
but cannot connect the error below.

Access denied. Log on using organization administrator account.
===
I loged on with administrator account.
Is there a way to solve this issues?

Hey there.
First question if you have setup the tenant from EM it's self? Are you hitting the correct URL for the vCD Organisation from the EM URL? Lastly...is the user you are logging in with a vOrg Admin?
