Installing the Veeam Backup Transport 20211123 patch seems to be hung. Completion bar just keeps cycling for over 30 min now. All B&R roles running on a Windows 2019 Standard 16GB 4-vCPU. WebRoot AV installed but shutdown. Watchguard TDR install but paused. Zero Critical, Warning, Error events in Application and System logs in the last hour. Last log entry in the Svc.VeeamBES log (log with the most recent time stamp) is "Keep alive failed. No connection could be made because the target machine actively refused it [backupserverip]:9392" All but the Veeam GCP Service is Disabled. Any suggestions on what to do next?

This is not a known issue, so it must be something with the server or 3rd party software it has installed.

Solution: kill the install, reboot, reinstall, set services back to automatic and start.
