How do I resolve this issue?

Could you please share how much RAM you have on your Proxy Appliance and if it meets the requirement mentioned here. Also, I would check the amount of free space on the storage.
Just in general, I would recommend you to reach out to our support team (and this is also mentioned in our Forum rules), because ideally, we should take a look at the log files, understand what B&R version you have, etc.

It seems that AWS does not currently have enough On-Demand capacity available to service your request, and thus neither proxy appliance nor new EC2 instance (for restored VM) can be created. Thanks!
