I look for option which will work partially as "locality data" policy and partially as "performance" policy. Mean that veeam will save current backup (part of chain) to place where is most of space free. Actual "locality" police save all incremental to the same extent where is full located and "performance" try to avoid the same extent for full and next increments...and i look for some called policy "space balance" which will menage space utilization between extents

Currently, in case where per-VM backup file chains are enabled, the extent selection is done per-VM based on free space to make sure all extents fill up evenly. Isn't that what you're after?
