Can you tell us whether the local user has the Portal Administrator role assigned?

Yes, the local user is assigned to the Portal Administrator. Additional, we have checked FQDN is using for vCenter connection in Veeam Backup & Replication. And we had a troubleshooting with Veeam Support Engineer without successful resolve on this use case.

Very important step.
Uninstall the existing plug-in (through Enterprise Manager on in vcenter UI.
Then login into vcenter HTML5 UI and logout again. Then Login again into the vcenter HTML5 UI.
