Please advise me about this topic veeam 5 can upgrade to 9.5 or new install better.

I'd recommend you to contact our technical support, to get earlier versions of Veeam B&R to run the upgrade to 9.5
Can you share, what version of vSphere do you use with Veeam B&R 5.0?
