a little question
I have configured I/O throttle, if I change the value when a job is currently running, does it take effect, or the value is get only when the job starts ?

Hello,
the user guide says "every 20 seconds".
Asking the other way round: Is it not working for running jobs for you? If not, how large is your job (number of disks) and how many proxy tasks do you have?
