Can I Instant Recovery from Windows Agent backup on VBR9.5u4 to VMWare?

Yes, I think this was possible. 9.5 U4b added the capability as well for Hyper-V.
I suggest to update to the latest vSphere 9.5 Update 4 release and test it out. Make sure that the used agents version and vSphere version is compatible with the used Veeam version.

Suggest as well to update to latest version. vSphere 9.5 u4 is over 4 years old.
