I read

how can I check how many tasks a vCD tenant uses for its Cloud Director jobs?
(has "Tenant has full access to all job scheduling options")

this is because if I deploy a proxy or a repository (say with 8 tasks)
I don't want tenant 1 to use all available tasks, slowing down the other tenants

If you are planning to control a number of tenant's concurrent tasks, it's better to create a dedicated proxy or repository, configure the task limit for it, and add it to a tenant configuration (to be solely used by a particular organization only). Thanks!

Limitation of concurrent tasks is ignored for vCD backup jobs. And also if the backup repository acts as a target storage for a Veeam Cloud Connect job.

The R&D team has verified that both proxy and repository task limits work for Cloud Director backup jobs. The documentation will be corrected soon.
