Is it necessary to stretch the second layer to work veeam when I have two networks connected by a VPN tunnel and they are 10 kilometers away?
I cannot confirm this in the documentation.

You need to ensure network connection between components of backup infrastructure, for example you can have a look at this page with the required ports. We don't have special requirements for L2 configuration, thus there is no documentation for it.
