Network Traffic Throttling not working in 7.0?

I have just upgraded from the non-patched 7.0 to 7.0.0.839 and traffic throttling doesn't seem to do anything. I have the source IP in the same rage as the machine Veeam is running on and the target IP range covers the target proxy but replication still uses all available bandwidth. Is this still a known issue?

No, it's not a known issue. Perhaps just misconfiguration.
