if I have 10 branchs and each branch have 3 workload Can I using EM for managment veeam essentail license (30VM)?

Yes, for such a scenario, the enterprise manager is required.
You can install the license in the enterprise manager, then add all backup servers.
The EM will centrally manage the license for all VBR servers. You can open a report from the EM interface to see which VBR server protects which machine.
