This is kind of a checkbox item request coming from the boss. Basically, if the entire vSphere/ESX environment is offline is it still possible to export a VM backup to VMDK assuming storage is reachable etc?
I have done this export successfully and think it will work, but am for various reasons unable to easily isolate our Veeam systems from ESX to verify that it will work if that whole stack went belly up.

Yes, VM files(vmx, vmdk) can be restored from backup no matter of production state. How-to guide here.
