To my understanding preferred networks with VBR usually rely on DNS.
For Hyper-V there is a special setting when you don't have the secondary IP to be used for backup in your DNS:

What about VMware? Does VBR always determine secondary management IPs of ESX hosts via vCenter/ESX?

The preferred network does not apply to ESXi hosts, it applies only to hosts on which Data Movers are running. You can find the full list of components which respect the preferred network rule on this page.
