question about windows restart while B+R Backup?

Hello,

Client have latest Version B+R.
Client needs sometime to restart the terminalserver by himself.
Client has not much IT knowledge
Do you think it is completly dangerous / risky that endcustomer can restart windows terminalserver without check if veeam backup is running at the moment?
I think it is only risky if the snapshot is creating at the moment?
