If my entire infrastructure is virtual (DC's / Veeam / other servers). How can I recover my DC's in event of a failure? If the esx host died, Veeam is currently configured to use the Domain\Administrator account to backup the DC's. If I had to rebuild my Veeam server and then restore the DC's how would I do so since the Domain\Administrator account at that point does not exist.

You would change that account to the new one in the backup job settings.

Thanks for your reply....but maybe I am missing something. If I backed these VM's up utilizing a domain admin account, and they are the only domain controllers, how would I restore them using a domain admin account, because in this case the domain would be non-existent until I restored them?

Right, you do not need admin account to restore DC. However, you'll need to perform authoritative SYSVOL restore for one of the DCs.
