I have some replication jobs with CDP, is it possible to use the bandwidth limit at certain times?
I checked the global network traffic rules, but it had no effect, is this configuration correct?

Between what components have you applied network bandwidth rules? The rules should be configured between source and target CDP proxy servers.

The networks rules are applied between source and target data movers, in your case between source and target proxy servers. Source proxy should be deployed closer to production cluster, target - closer to DR one. In order to have bandwidth limited between sites you need to configure a network rule in the global network settings, this rule should have source network (where source proxy exists) as source IP range and target network (where target proxy exists) as target IP range.
Also, I'm wondering why you want to have a limited channel for CDP activity.
