Veeam Case# 07600665 - closed due to Veeam 11 not supported any more.
We have two veeam servers, one running v11 VEEAM-11 and one running v12 VEEAM-12. We also have couple proxy servers running v11. We are in the middle of moving jobs from v11 server to the v12 server. We didn't want to risk failed upgrade of existing servers because there are many repositories and jobs.
We have the jobs configured like this. Original started from job1, got new storage, and cloned the job and modified the repository to the new storage and disabled the original job.
Once we built Veeam 12, we created a job and pointed to a different repository and disabled the job on Veeam-11.
The storage is HPE StoreOnce Catalyst. Backups jobs have all been pretty much successful.
Veeam-11
job1 - original job that backup server1 to to Repository 1 - disabled
job2 - cloned from job1 and modified repository to backup server 1 to Repository 2 - disabled
Veeam-12
job3 - configured from scratch to backup server 1 to Repository 3
Recently we had the need to restore some files from backups to server1 using Veeam-11, we encounter an error "Required backup files are missing or temporarily unavailable." therefore cannot even browse files to choose what to restore. What could the cause of this issue and how to fix it? Thank you!

Re: Required backup files are missing or temporarily unavailable.
Unfortunately, this is not a technical support forum, so we are unable to provide much assistance with technical issue experienced.
Based on the error, it seems that some of the backup files have been deleted, which is why the product cannot start the restore process from them. If possible, I would recommend checking their availability directly on the storage system or trying to import the backup chain to another backup server and initiating the restore from there.
Thanks!
