How delegate restore email "Exchange Admins" without using SureBackup ?

For Exchange 2010 and Exchange 2013 there is an in-built tool called Veeam Exchange Explorer that allows you to browse conveniently Microsoft Exchange database files and restore necessary items, such as folders, mailboxes, messages, tasks, contacts and so on. So, there is no need to use SureBackup in this case.
As to delegation task, you can utilize predefined role ("Veeam Restore Operator").
