I try restore from the latest available restore point of my oracle database, but over 90% failed with this message:

Can you please clarify on what product your are using from Veeam? Is it image level backup with Veeam Explorer for Oracle restore?
Is it our RMAN Plug-in and do you execute the restore with RMAN or the Veeam Explorer ?
ORA-01034 is an indication that the database is down and so the session can not connect to it for restore.

Yes, I used image level backup with Veeam Explorer for Oracle restore.
I see that this original database was delete by Veeam until restore process
