We're running 9.5 U3 (we will likely wait until U4a is released before updating to that). If we deploy Server 2019 VMs (ie as a backup source, not the Veeam server), will these be backed up without having to update VBR?

On Image level yes, we do not care about what is in the VM.
In case of Guest Processing it will work as it is nearly the same as Windows 2016. Give it a try.
In case of File Restore it depends on what you use from featuer perspective in 2019 and if it is compatible with 2016 Server that runs our console and mount server.
Application restore will be tricky.

Just in case you were asking if Server 2019 is officially supported by Veeam as the guest OS in U3, then the answer is No. So, you'd be running in an unsupported configuration, even if the risk is low as many things will still work, just like Andreas has already explained above.
