Hello,
I had a look around but I wasn't able to find an answer on my question. I know it's possible to offload Backup Jobs & Backup Copy Jobs (from Vmware VM's) into the Azure cloud.
But is it also possible to spin-up those VM's from Azure without doing a restore to our on-prem environment?
The idea/goal behind this to use Microsoft Azure as a DRC site which can go live if something bad happened with our HQ datacenter.

Sure, you can choose to Restore to Azure right from your object storage. Going further, you can use Veeam Backup for Azure to protect your workloads at DRC site.
