If your update gets stuck at unable to verify the database connectivity you might have run into the same problem I had.
Digging into the logs I found in the Postgresql log a "deadlock detected" and was naming a AccessExclusiveLock as the culprit (SELECT * FROM collectvbrinfoincremental).
Anyway the workaround is to stop all the Veeam services running and just thump the button to try again.

It's not expected behaviour.
By default, during the upgrade process, Veeam B&R Setup checks if services are running. If it's so → Veeam B&R Setup shuts it down and restarts once finished.
Could you please open support case on My Account portal with logs (from Setup) for investigation and share Case # here?
We will review and discuss it with QA team.
