The docs say that pretty much any version of SQL server from 2008 onwards, but I can't find a mention of underlying platform.
Are there any known issues or limitations preventing us putting Veeam's backend database on Linux, or using Azure's managed instance or fully managed SQL?

You can use regular SQL Server running on Windows in a physical, virtual or cloud machine. Other SQL deployment types are not currently tested, and so are not supported.
