VBR update notifications / Enterprise Manager

I have a VBR server which tells me that "this backup server's update notification settings are managed by the veeam backup enterprise manager" . 'Check for product and hypervisor updates periodically' is ticked in this VBR server and in EM.

Neither the VBR server nor the EM server have internet access by default (except for windows updates).

I want to allow the correct server to access dev.veeam.com to access the file - my question is, is it the VBR server or the EM server which needs http access to dev.veeam.com?

In this case it will be Enterprise Manager that communicates with Veeam site. Thanks!
