I just found my answer in the Tape section. Not the answer I was hoping for, but it's an answer.

What role was necessary to allow users to export/import tapes in v9?

Christensen,

It was a Backup Operator role but, unfortunately, permissions were modified in v9 Update 1 and now it requires ‘full administrator permissions’. We plan to fix this issue in the upcoming update and grant back the backup operators ability to import/export tapes.

Thank you for the response. Do you know when this update is scheduled to be out? We need our help desk people to be able to export tapes, but not administer the application.

Sorry, but still actual topic. I haven't find any answer to this.
In V9.5, 'Backup Operator' role are not allowed to import/ export tapes.

On the version 9.5 latest update, still the backup and replication console requires a windows' user a/c which is a part of local administrators group. still no workaround via user group user a/c

Hi,
in VBR 12 we have configured a user as "Viewer".
Connecting to console with this user we found that user can edit job, delete credential and so on.
After that, we opened a case and we discovered the problem: that user, on Windows machine is an administrator, so it is administrator also on veeam console despite of role "Viewer".
From documentation this behavior is not really clear.
I think the console role should be prevailing compered to Windows role.
