Hello,
in our enviroment, there are the following backup components:
Backup-Server:
* physical Veeam Backup-Server
Backup-Repositories:
* primary B2D DataDomain (onsite)
* secondary B2D DataDomain (offsite)
The Backup-Jobs are configured to save the backup-data on the Primary B2D DataDomain (onsite) per FC-ddboost.
Afterwards there are also configured Backup-Copy-Jobs to copy the Data to the Secondary B2D DataDomain (offsite) per NBD.
We must throttling the bandwith to 20Mbit/s, but the configured Global Network Throttling settings are not working.
Question:
1. Do we need a second Backup-Proxy-Server on Destination Side (Secondary DataDomain) to work the Network throttling settings?
or
How we must configured the settings to work as aspected (network throttling) ?

Does a gateway server set for secondary device reside in offsite location?

No, on offsite there is no veeam-proxy/gateway-server.

Throttling rules work between Veeam data movers, so answering your original question - yes, you need a server on the remote side serving as a gateway for the backup repository.
