I found this guide regarding Veeam B&R configuration. I want to install Veeam B&R on a Windows Server outside of the domain. I also won't be integrating vCenter with the domain. I'll create local users on the Windows Server as well as in vCenter. The article doesn't provide much information regarding the roles that should be assigned to the user in vCenter (the user Veeam will be logging in with). What roles should I assign to them to perform backup, restore, and replication?

Either grant the Administrator role to that user account or create your own role with granular permissions as documented in our user guide:
