I know for Cloud Report with Veeam One but our Veeam B&R and Cloud licence is merged, so we can't used free version of Veeam One.
Yes, in version 9 we will allow adding backup server with Veeam B&R and CC license keys merged to a single file.

Looks like a bug, can you contact our technical team to review your backup settings and configuration?
On a side note, we have a dedicated sub-forum for Service Providers. Since you're using Cloud Connect, you're already in VCP program. So, you can apply to the that forum by going to the User Control Panel, selecting User Groups in the tabs, finding "Veeam Cloud Provider" and hitting the "Join selected" option.
