is it safe to switch on the production vm during failback?

If you are failing back to the original VM, then not until the failback is completed.
If you are failing back to the new VM, then not safe to do this (IP address and application conflicts).

EDIT: Scratch my suggestion, I apparently can't read. I thought the OP was asking about powering on the original VM while in failover, not failback. Sorry for the confusion!

Do you mean "if you need to power on the original VM until the failback is complete"? Could you please clarify the scenario?
