Hyperv backup on a vm

Hy , is veeam able to run inside a vm and connect to the 2 hyperv machines. I will map the storage in the vm as isci targets.
we have purchased 2x "Veeam Backup and replication" i belive we need to convert te licence to do this from one machine.

Yes, Veeam B&R can be deployed in the VM and manage as many hosts as you need.
The licensing is per CPU socket of "source" host where VMs reside, for example, you have 2 hosts with 2CPU sockets each, that means you need license for 4 sockets.
