Quick CPU Monitoring Question w/ Screenshot

I have a quick CPU monitoring question, and I want to make sure that I am reading what is being reported correctly. I attached a screen shot of the machine in question, it is a windows 2008 server running IIS, application server. This server shows a lot of CPU usage inside the VM, (although I know you are not supposed to go by those figures, it also shows alot when running the monitor outside. I am trying to decide if this VM would run better on 2vcpu or keep it running as it is with 4vpcu.

If anyone could chime in and express their feelings on what I see it would be great! Thanks!
